Syrian President Bashar al-Assad said his government faced no danger of collapse despite protests rocked for months.
In an interview on state television, he said the settlement is reached but the political nature of violence must face tough action by the security forces.
He said steps have been taken to impose a multi-party system and elections will be held in February.
Meanwhile, the UN Human Rights Council will meet in Geneva to discuss the crisis that left 2,500 people dead.
Human Rights Council is expected to pass a resolution condemning the Syrian government for suppressing demonstrators opposed to President Assad.
Earlier this month, UN investigators accused the Syrian security forces commit human rights violations.
On Friday at least 40 people were reported killed in Syria.
United States and some European Union members called for Assad to resign.
Syria protests occurred in mid-March. The protesters demanded the removal of President Assad's ruling family for 40 years.

Human rights groups say about 2,000 people and 500 soldiers have been killed since last March.
The government blames the unrest by "terrorist groups".
In an interview Sunday, Assad warned that foreign interference would backfire for the culprit.
"Any action against Syria will have greater consequences," he said.
"First, because the geopolitical location of Syria and the second because of the ability of Syria," he said.
He also mengatkan opponents of the regime launched a violent, attacks against military, police and security forces.
Assad added that U.S. President Barack Obama and other Western leaders should be responsible for the bloodshed in Afghanistan, Iraq, and Libya as well as due to political bankruptcy, economic and social development in the country.
